Notes:
1.   POT1 and POT2 can be a single turn pot, or if more accurate voltage is need try using a 10 turn trimmer pot.

2.   The LM317 is a positive adjustable voltage regulator.

3.   The LM337 is a negative adjustable voltage regulator.

You have the 5K voltage adjustable potentiometer in the wrong place. Regulation would be very poor. The 5K pot goes from the voltage regulator adjustable leg to ground as shown in this example.
